Dave Hutch has over 30 years of public sector experience with diversity of public agencies such as the Vancouver Park Board, the City of Vancouver, City of North Vancouver, Meewasin Valley Authority and the National Capital Commission. Working at the intersection of city building, public space, culture, recreation, ecology and health, Dave focuses on building multidisciplinary teams to take on the challenges of rapid growth, inequity, and climate change.
Operating complex, multi-jurisdictional environments, Dave has focused on breaking down silos to advance policy and projects. Dave builds alignment by finding collaborative ways that deliver shared outcomes and multiple benefits. Dave is known for finding ways to harness redevelopment to grow and deliver innovative parks and public spaces, advocating for data and evidence-based planning approaches and pushing the boundaries and definitions of parks and public space.
As Director of Planning and Park Development for the Vancouver Park Board, Dave was responsible for large complex planning and capital projects including: VanPlay, the Park Board’s equity-focused Parks + Recreation Master Plan, the first in over 30 years; negotiating, planning and design for a new 9 acre park integrated into the massive redevelopment of the Oakridge Centre, and; the delivery of a new high-capacity, multi-layered downtown Vancouver park sθәqәlxenәm ts'exwts'áxwi7 (Rainbow Park), and the first Vancouver park gifted with a name from the Musqueam, Squamish and Tsleil-Waututh Nations. Dave also created the Park Board’s first Reconciliation Planner position to develop and advance the Park Board’s Reconciliation work.
Dave is currently the City of North Vancouver’s Deputy Director of Parks and Public Space, a unique portfolio that integrates all public space planning, design and operation for the city in one division.
